WhatsApp Business Platform: what changed for Morocco on 1 October 2026

Replies inside the 24-hour window are no longer free beyond 1,000 a month, and Morocco now has its own rates. What it means for agencies.

On 1 October 2026, Meta changed how it bills businesses on the WhatsApp Business Platform. Two changes matter for Moroccan agencies: replies to clients are no longer free beyond a monthly allowance, and Morocco now has its own price list.

Here is what changed, who is affected and what to check, based on Meta’s developer documentation.

First, who is concerned

These rules apply to the WhatsApp Business Platform, the API used by companies and their software providers to send messages at scale. People using the regular WhatsApp app or the free WhatsApp Business app are not affected.

A quick reminder: per-message pricing

Since 1 July 2025, Meta charges per delivered message, at a rate set by the message category and the recipient’s country. Messages sent by clients to a business are free. Business messages fall into categories: marketing, utility and authentication (sent as approved templates), plus service messages (free-form replies) and, since July 2026, messages powered by Meta’s own business agent.

When a client writes, a 24-hour customer service window opens. Inside it, a business can send free-form replies. Outside it, only templates are allowed.

Change 1: service messages are charged beyond 1,000 a month

Until 30 September 2026, free-form replies inside the 24-hour window were free. Since 1 October 2026:

  • each business phone number gets 1,000 free service messages per month; unused messages do not roll over;
  • from the 1,001st message, service messages are charged at the market’s rate;
  • utility templates sent inside an open window, free since July 2025, are charged again.

Meta asked businesses to add a payment method by 30 September 2026 so that replies would keep flowing. Eligible governments and non-profits keep free service messages beyond the allowance until 31 December 2027.

Key takeawayA small agency may stay inside the 1,000 free replies per number. But every extra message now has a price, so a chatty bot that splits answers into many bubbles costs more than one clear reply.

Change 2: Morocco leaves “Rest of Africa”

Until October, messages to Moroccan numbers were billed at the “Rest of Africa” regional rate and counted toward that region’s volume tiers. Since 1 October 2026, Morocco is a standalone market, one of nine that moved out of regional groups at the same time, alongside Bangladesh, Iraq, Kazakhstan, Kuwait, Nepal, Oman, Sri Lanka and Ukraine.

For Morocco, Meta’s update lists higher marketing, utility and authentication rates, and a new authentication-international rate. Volume discounts are now calculated on Morocco-specific tiers. We do not reproduce the prices here: they vary by currency and change over time, so use Meta’s official rate card.

A new category to know: Meta Business Agent

Since 1 July 2026, messages written by Meta’s own business agent are billed separately, per token rather than per message. Meta’s documentation gives $2.00 per million tokens, or about 4 to 5 cents for a typical message. Free allowances and volume tiers do not apply. Replies written by a third-party AI or by a person count as ordinary service messages.

What agencies should do now

  1. Count your replies. Look at last month’s service messages per number. Above 1,000, budget for the difference.
  2. Write better, not more. One complete reply beats three short ones, for the client and for the bill.
  3. Check template categories. Charges follow the category assigned to each template, so make sure each one sits in the right category.
  4. Ask your provider. Many platforms add their own fee on top of Meta’s. Ask for both lines separately.
  5. Watch the window. Answering while the 24-hour window is open avoids paying for a template later.

Our reading

The change does not make WhatsApp automation unaffordable. It rewards discipline: fast answers inside the window, fewer and better messages, and a clear handover to a human. Those are also the habits that make clients trust an agency.

When we install Quick Agent, Meta’s messaging fees remain Meta’s and depend on the country.
