Morocco’s housing aid passes 111,000 households, and a new decree targets the last step
On 10 September 2026, the government approved changes to the direct housing aid rules. Here are the latest figures, what changes for buyers, and what it means for agencies.

On Thursday 10 September 2026, Morocco’s Government Council approved draft decree no. 2.26.578, which amends the rules of the direct housing aid programme, Le Matin reported. The programme, launched in January 2024, pays eligible buyers a lump sum to help them buy their main home.
The change is technical, but it comes with new figures and an honest debate about pace. Here is what we know, and what it means for buyers and for agencies.
How the aid works
When the original decree was approved in November 2023, TelQuel reported two amounts: 100,000 dirhams for a home priced at or below 300,000 dirhams, and 70,000 dirhams for a home priced above 300,000 and up to 700,000 dirhams, taxes included. The aid is for a main residence, and applications are handled through a digital platform.
The latest figures
Two official updates came out in 2026.
On 2 June, the Secretary of State for Housing, Adib Benbrahim, told the House of Councillors that the programme had more than 105,000 beneficiaries out of 218,000 registered applications, according to Médias24. He gave this profile:
- 52% of beneficiaries are under 40;
- 40% are women;
- 24% are Moroccans living abroad;
- 60% bought homes priced below 300,000 dirhams.
The leading prefectures were Fès, then Berrechid, Meknès, Greater Casablanca, Kénitra, El Jadida, Benslimane and Settat. He also noted that the 2026 Finance Law extended eligibility to co-owners in joint ownership.
Then, according to EcoActu, a budget report attached to the 2027 draft Finance Law put the total at more than 111,000 households and more than 9.1 billion dirhams paid out as of 3 July 2026.
What the new decree changes
Decree 2.26.578 amends decree 2.23.350 of November 2023. According to EcoActu, its main change concerns the last step of the purchase: the deadline to sign the final sale deed is set at 60 days after the notary receives the aid. The text also specifies how the mortgage registered on the property is lifted. The stated goals are simpler, harmonised procedures and more legal certainty.
In practice, this concerns the moment when the aid has been paid but the sale is not yet final, a step where delays can block buyers, developers and notaries.
The question of pace
EcoActu makes a useful comparison. The programme was initially planned at about 9.5 billion dirhams per year over five years. After about two and a half years, total payments are close to one year of that envelope. The outlet adds that this alone does not prove the programme failed.
Developers have their own criticism. In May 2026, Taoufik Kamil, president of the national federation of property developers (FNPI), said the programme as designed does not suit developers, especially for homes at 300,000 dirhams, as reported by EcoActu. The 2027 Finance Law may bring further changes.
What agencies can do
- Know the bands. Present homes clearly as “up to 300,000” or “up to 700,000 dirhams, taxes included”, and say which aid amount may apply, while reminding buyers that eligibility is decided by the official platform.
- Prepare a simple FAQ in French, Arabic and Darija: who can apply, for which homes, and what happens at the notary.
- Serve Moroccans abroad. With almost a quarter of beneficiaries, they need answers across time zones, video visits and documents they can check remotely.
- Track each file to the deed. The new 60-day window makes follow-up after the aid payment important.
