Maroc IA 2030: what Morocco’s AI roadmap means for real estate

Presented in Rabat on 8 September 2026, the roadmap targets 100 billion dirhams of added value and 200,000 trained talents by 2030, with an AI assistant for administrative procedures and a smart-city institute. Here is what property professionals should watch.

On 8 September 2026, in Rabat, the Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, presented the progress of the Maroc IA 2030 roadmap. “Morocco chose to be a full actor in the artificial intelligence revolution,” she said, as reported by TelQuel.

Real estate is not named as a priority sector in the reports we read. But several building blocks will shape how property is bought, sold, financed and managed in Morocco. Here is what was announced, and what agencies and developers should watch.

The targets

According to TelQuel and the official portal maroc.ma (MAP), the roadmap sets three targets for 2030:

  • 100 billion dirhams of added value to GDP;
  • 50,000 direct and indirect jobs;
  • 200,000 talents trained and certified, with AI introduced from early childhood.

It rests on three pillars (sovereignty and trust; innovation and competitiveness; impact, adoption and influence) and ten structuring programmes. TelQuel notes that the 100 billion figure is a value-added target, not a spending budget.

It builds on the wider Digital Morocco 2030 strategy, launched in September 2024, which aimed among other things to move Morocco from 100th to 50th place in the UN’s online services index, according to Hespress.

Four building blocks that touch property

1. Idarati AI. The ministry presented an agentic assistant for administrative procedures. For property, paperwork is everywhere: certificates, permits, tax steps, notary files. An assistant that helps citizens understand and follow procedures could reduce time lost by buyers and sellers. Its exact scope has not been detailed in the sources we found.

2. The JAZARI institutes. The national network for AI research and innovation has four components, including JAZARI Smart City. Urban data, mobility and city services are where AI meets real estate most directly, from planning to building management.

3. A sovereign AI marketplace. The ministry presented a national marketplace for AI solutions. For small companies such as agencies, a trusted catalogue could make it easier to choose tools that respect local rules.

4. A national meta-application and e-wallet. A proof of concept was shown. Digital identity and payments are prerequisites for fully online property procedures.

What it means for Morocco and the Arab worldGulf states are moving fast on AI in property administration. In September 2026, the Dubai Land Department launched a platform that reads IDs and contracts automatically, and the UAE announced a framework to move half of government services to autonomous AI within two years. Morocco’s roadmap takes a different path: sovereignty, talent and broad adoption, with fewer sector-specific tools for now. For Moroccan real estate, the opportunity is practical: agencies, notaries and developers that digitise their own data today will be ready to plug into public services as they arrive.

What the roadmap does not say yet

The reports we read give no public budget figure for the roadmap, and they do not mention data centres or new laws. The 100 billion dirhams is an economic impact target. Readers should treat it as an ambition, not as money already committed.

The wider Digital Morocco 2030 strategy set its own targets in 2024, according to Hespress: 240,000 direct jobs in the digital sector, 3,000 startups and 100,000 people trained each year. The AI roadmap now has to show how its ten programmes connect to those goals, and which ones reach ordinary businesses.

What to watch in 2027

  • Idarati AI’s scope: which procedures it covers first, and whether urban planning and property certificates are among them.
  • JAZARI Smart City projects: pilots in specific cities, especially those hosting Mondial 2030 matches.
  • Talent: how many of the 200,000 trained people reach small businesses, not only large groups.
  • Trust: clear rules on consent and personal data, which matter for every agency handling client requests.

What agencies can do now

A national roadmap does not change an agency’s Monday morning. Habits do. Three steps cost little: answer every request quickly, record each one with the same key facts, and review your pipeline every morning. AI then becomes a tool that saves time, not a slogan.
